Market Overview

Oman is mid-way through Vision 2040, its national strategy to diversify away from hydrocarbon dependence. The IMF projects GDP growth accelerating from 2.4% in 2025 to 3.7% in 2026 as OPEC oil production cuts unwind and non-hydrocarbon activity (construction, tourism, logistics) expands. The Golden Residency Programme launched in August 2025 has made Oman one of the GCC's newest property-linked residency destinations, while the longstanding Integrated Tourism Complex (ITC) framework gives foreign buyers clear freehold rights in designated master-planned zones.

Restrictions

Integrated Tourism Complexes (ITCs) -- Only Foreign Freehold Path

Restrictive

Foreign (non-GCC) buyers can ONLY acquire freehold property within designated Integrated Tourism Complexes. ITCs are self-contained master-planned communities with full ownership rights for international buyers, identical to local Omani owners.

  • Top ITCs in Muscat: Al Mouj (The Wave), Muscat Bay, AIDA, Saraya Bandar Jissah, Muscat Hills, Jebel Sifah
  • Salalah: Hawana Salalah
  • Each ITC has its own master plan, amenities, and price points
  • Freehold within ITCs grants sale, lease, mortgage, and inheritance rights
  • Outside ITCs, foreign freehold is not permitted (long-term leasehold may be available case-by-case)

GCC vs Non-GCC National Distinctions

Restrictive

GCC nationals can purchase property more broadly across Oman without ITC restrictions. Non-GCC foreign buyers are confined to ITCs. This is consistent with regional norms across the Gulf.

  • GCC nationals: broader freehold access outside ITCs
  • Non-GCC foreigners: ITC only
  • Companies with mixed ownership are evaluated based on majority-share nationality
